Emissions will also result from equipment leaks. The facility is a major source of Nitrogen Oxide emissions for the Title V program. The facility is also a potential major source of Volatile Organic Compounds and Carbon Monoxide for the Prevention of Significant Deterioration (PSD) program, and a potential major source of Hazardous Air Pollutants for the Title V program. The natural gas dehydration system is subject to the area source requirements of the Federal Maximum Achievable Control Technology (MACT) standards, Subpart HH. It is proposed to issue a federally enforceable permit to limit the potential to emit of Volatile Organic Compounds and Carbon Monoxide to less than the major source thresholds for PSD, and to limit the potential to emit for HAPS to less than the major source threshold for the Title V program. The proposed source will still be subject to the requirements of the Title V program based on Nitrogen Oxide emissions.
