(OPTIONAL)" development standards may allow property owners to choose between the existing standards and regulations of the Historic Commercial Core (HCC) and Commercial/ Transitional (C/T) zone districts and certain flexibilities and incentives allowed by the overlay zone. Such
(OPTIONAL) standards may relate to, among other things:
° building height
° parking requirements
° residential lot area requirements
° lot coverage
° landscape
which may be available to a property owner if prescribed standards are satisfied and impacts are properly mitigated.
"Required" development standards, if included in the downtown overlay zone, would be in addition to the existing standards and regulations of the HCC and C/T zone districts.
Simultaneously, the Planning and Zoning Commission will consider an amendment to the Zone District Map to map a downtown overlay zone district. The area under consideration for the downtown overlay zone is generally consistent with the existing HCC zone and the C/T zone districts that border Main Street between Snowmass Drive and Highway 133. The actual area mapped may be more or less.
The Carbondale Planning and Zoning Commission initiated the consideration of the proposed amendments to Title 18 of the Carbondale Municipal Code.

A contractor must possess adequate tenacity, perseverance, experience, integrity, reliability, capacity, facilities, equipment, and credit. The determination of whether a contractor possesses these criteria is at the sole discretion of the City Manager. Additional criteria for pre-qualification are as follows and must be delivered to the City Engineers Office no later than 5:00 p.m. (MST), December 15, 2008. Satisfactory completion of a similar contract for road and utility construction work for the City of Glenwood Springs during the last five years shall be accepted as meeting the requirements of Criteria 1 through 4 inclusive.
1. Demonstrated record of successful and timely completion of work awarded during the last 5 years.
2. Experience shall include roadway and utility construction projects.
3. Demonstrated ability to bond projects of this extent and nature.
4. Proof of sound financial position of the contractor to demonstrate the ability to meet financial commitments. The latest balance sheet and operating statement is required. An audit report, prepared during the last twelve months by a certified public accountant will meet this requirement. All financial information, supplied to meet pre-qualification requirements, will remain confidential.

The Town of Basalt is accepting bids from qualified Contractors to construct the East Valley Road Traffic Calming. The project consists of the construction of five medians located between Lewis Lane and Lake Ave on East Valley Road in Basalt, CO. The construction will include curb and gutter, sidewalk, conduit, signage and the installation of two speed display signs. Sealed proposals will be received at the Town of Basalt, Basalt Town Hall, 101 Midland Avenue, Basalt, Colorado 81621, until 2:00 pm (our clock) December 16, 2008, at which time the bids will be publicly opened and read aloud. Construction is anticipated to begin April, 2009.
Plans, specifications and bidding documents may be inspected at the Town of Basalt, and are available in digital PDF format upon request at no cost. NOTICE is hereby given that the following proposed construction activity warrants public comment: ETC Canyon Pipeline, LLC has proposed to construct a natural gas compressor station, known as the Holmes Mesa Compressor Station, located in Section 6, T7S, R94W, Garfield County, Colorado. The facility will consist of three natural gas fired compressor engines, one natural gas dehydration unit using triethylene glycol, four 400 barrel capacity condensate tanks, a thermal oxidizer, and a tank truck condensate loadout. Emissions will also result from equipment leaks. The facility is a major source of Nitrogen Oxide emissions for the Title V program. The facility is also a potential major source of Volatile Organic Compounds and Carbon Monoxide for the Prevention of Significant Deterioration (PSD) program, and a potential major source of Hazardous Air Pollutants for the Title V program. The natural gas dehydration system is subject to the area source requirements of the Federal Maximum Achievable Control Technology (MACT) standards, Subpart HH. It is proposed to issue a federally enforceable permit to limit the potential to emit of Volatile Organic Compounds and Carbon Monoxide to less than the major source thresholds for PSD, and to limit the potential to emit for HAPS to less than the major source threshold for the Title V program. The proposed source will still be subject to the requirements of the Title V program based on Nitrogen Oxide emissions.

The Borrower will lease this space as a public, multi-tenant nonprofit center. The Project is located at 520 South 3rd Street in Carbondale, Colorado. The building is a 45,000 square foot building that was formerly used as an elementary school. The Project will be owned by the Town and operated by the Borrower.
THE LOAN SHALL BE A SPECIAL, LIMITED OBLIGATION OF THE TOWN. THE TOWN WILL NOT BE OBLIGATED TO PAY THE LOAN OR THE INTEREST HEREON, EXCEPT FROM THE ASSETS OR REVENUES PLEDGED THEREFOR. IN NO EVENT SHALL THE STATE, THE TOWN (OTHER THAN FROM THE BORROWERS ASSETS PLEDGED THEREFOR) OR ANY POLITICAL SUBDIVISION THEREOF BE LIABLE FOR THE LOAN, AND THE LOAN SHALL NOT CONSTITUTE A DEBT OF THE STATE, THE TOWN OR ANY SUCH POLITICAL SUBDIVISION THEREOF.
It is intended that the interest payable on the Note or Notes be excludable from the gross income of the owners thereof for federal income tax purposes pursuant to the applicable provisions of the Tax Code. The Town will, at the above time and place, receive any written comments from and hear all persons with views in favor of or opposed to the proposed issuance of the Loan and the use of the proceeds thereof to finance the Project.
